The first question comes that how can carry the 200kg RDX on the car and no one knows that person that things they carry who is responsible for that? Pakistan or Terrorist community. India has called for sanctions against the Jaish-e-Mohammad militant group it says carried out the attack in Indian-administered Kashmir.
